Aims and objectives of this course:

To provide a comprehensive background and practical knowledge in the surveying of buildings for asbestos and to provide general guidance using HSE documents MDHS 100, HSG 248 and HSG 227 on the management procedures necessary to minimise exposure and protect building occupants and employees to any identified asbestos containing materials.

The course content:
1. Asbestos, the historical use’s, types and characteristics.

2. Overview of the health effects of exposure.

3. Types, risks and locations of ACM’s in buildings.

4. Legislative requirements on building owners and employers;

  • The Health and Safety at Work Act 1974
  • Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995
  • Management of Health and Safety at Work Regulations 1999
  • The Control of Asbestos Regulations 2006
  • The Duty to Manage Regulation 4 ACoP L127
  • Construction (Design and Management) Regulations 2007

5. Requirements on Domestic building owners.

6. Choosing the correct type of survey.

7. Levels of presumption used by the surveyor.

8. Tools and equipment for sampling ACM’s.

9. Sampling strategies.

10. Sampling techniques.

11. Contents of the survey report.

12. Risk assessment algorithm

13. Priority assessment algorithm

Building Surveys and Bulk Sampling for Asbestos - practical assessment.
Each delegate will be asked to show a full understanding of the subject matter covered during the course it will include:

  • Slide and photographic assessments to identify the presence of asbestos in buildings.
  • Identify the appropriate level of survey for to comply with current legislation and guidance.
  • Identify when, were, how many bulk samples should be taken from any suspected ACM’s.
  • Explain how to safely carry out bulk sampling of suspected ACM’s.
  • Identify the appropriate level of PPE and RPE for taking samples.
  • Carrying out examples of both material assessments and priority assessments.

Course examination and assessment.
Each delegate who attends the course will be assessed as follows:
1. A 1 hour multi choice question paper - pass mark 50%.

2. A practical assessment - pass mark 50%

The examination will be independently marked by an approved external organisation; the practical assessment will be set and marked by the training provider and tutor of the course.

Course length.
It is envisaged this course would be run over 3 days with 2 days for the course and a further 1 day for the examination and practical assessment.

Initially for 2008 all of the UKasl proficiency modules will be offered as in-house training only, this is partly due to demand from existing clients throughout England, Scotland, Wales and Northern Ireland. Throughout 2009 UKasl are planning an extensive range of venue courses aimed at an open audience in the following areas; Scotland North, Scotland South, North East England, North West England, Northern Ireland, South West England, South East England and South Wales. This will be driven by proposed changes to current HSE guidance relating to management of asbestos in buildings due to be implemented in early 2009.
