The Proficiency Certificate in Supervision and Management of Asbestos Removal P406

Aims and objectives of this course:
This training course aims to provide the delegate with adequate training and knowledge to comply with Chapter 4 of the Health and Safety Executive document HSG 247; The Licensed Contractor’s Guide. This document specifies that supervisors and those managing licensed asbestos removal contractors including Supervisory Licence Holders (Regulation 8 of CAR 2006) are adequately and suitably trained to undertake the work safely.

The course content:
1. Asbestos, the historical use’s, types and characteristics.

2. Overview of the health effects of exposure.

3. Types, risks and locations of ACM’s in buildings.

4. Legislative requirements on asbestos removal contractors and employers;

  • The Health and Safety at Work Act 1974
  • Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995
  • Management of Health and Safety at Work Regulations 1999
  • The Control of Substances Hazardous to Health Regulations 2002
  • The Hazardous Waste Regulations 2005
  • The Control of Asbestos Regulations 2006
  • Construction (Design and Management) Regulations 2007

5. Understanding exposure levels and fibre measurement.

6. Preparation and planning for asbestos removal.

7. Pre-start procedures and pre-clean.

8. Use and maintenance of the decontamination unit whilst on site.

9. Construction, maintenance and standards for enclosures.

10. Transit routes and transit procedures.

11. Asbestos removal techniques including PPE and RPE standards.

12. The certificate of re-occupation - role of the analyst.

13. Accident and emergency procedures.

14. Transportation and safe disposal of waste.

Supervision and Management of Asbestos Removal - practical assessment.
Each delegate will be asked to show a full understanding of the subject matter covered during the course it will include:

  • Enclosure inspection and identification of deficiencies
  • Final enclosure inspection as if it was part of a four stage clearance procedure
  • Inspection procedures for the decontamination unit
  • Understanding full personal decontamination procedures
  • Compilation of a method statement and site risk assessment
  • Understanding the suitability of the various techniques of dust suppression
  • PPE and RPE inspections, advantages and suitability of the types of RPE available
  • Collation of post remediation documentation and record keeping.

Course examination and assessment.
Each delegate who attends the course will be assessed as follows:
1. A 1 hour multi choice question paper - pass mark - 50%

2. A practical assessment - pass mark 50%

The examination will be independently marked by an approved external organisation; the practical assessment will be set and marked by the training provider and tutor of the course.

Course length.
It is envisaged this course would be run over 3 or 4 days with 2 or 3 days for the course and a further 1 day for the examination and practical assessment.

Initially for 2008 all of the UKasl proficiency modules will be offered as in-house training only, this is partly due to demand from existing clients throughout England, Scotland, Wales and Northern Ireland. Throughout 2009 UKasl are planning an extensive range of venue courses aimed at an open audience in the following areas; Scotland North, Scotland South, North East England, North West England, Northern Ireland, South West England, South East England and South Wales. This will be driven by proposed changes to current HSE guidance relating to management of asbestos in buildings due to be implemented in early 2009.
