The Proficiency Certificate in Management of Asbestos in Buildings P405

Aims and objectives of this course:
To provide a practical guide and adequate knowledge using HSE guidance document HSG 227 to enable the delegate to implement procedures in line with current legislation to manage asbestos in buildings. To provide the delegate with a basic knowledge of identification and appointment of an asbestos removal contractor.

The course content:
1. Asbestos, the historical use’s, types and characteristics.

2. Overview of the health effects of exposure.

3. Types, risks and locations of ACM’s in buildings.

4. Legislative requirements on building owners and employers;

  • The Health and Safety at Work Act 1974
  • Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995
  • Management of Health and Safety at Work Regulations 1999
  • The Hazardous Waste Regulations 2005
  • The Control of Asbestos Regulations 2006
  • The Duty to Manage Regulation 4 ACoP L127
  • Construction (Design and Management) Regulations 2007

5. Requirements on Domestic building owners.

6. Developing an asbestos management strategy.

7. Planning surveys.

8. The survey report.

9. Material assessments (MDHS 100).

10. Priority assessments (HSG 227).

11. Management options for control of risks.

12. Un-licensed works with ACM’s (HSG 210).

13. Appointment and auditing an asbestos removal contractors and analytical laboratories.

Management of Asbestos in Buildings - practical assessment.
Each delegate will be asked to show a full understanding of the subject matter covered during the course it will include:

  • Identification of ACM’s in buildings.
  • Application of legislation with regards to Regulations 8 and 9 of CAR 2006
  • Advantages and disadvantages of the various types of surveys
  • Understanding material and priority assessments.
  • Selection of the appropriate removal contractors and analytical laboratories
  • Evaluation of the method statement
  • Collation of post remediation documentation and record keeping.

Course examination and assessment.
Each delegate who attends the course will be assessed as follows:
1. A 1 hour multi choice question paper. - pass mark 50%

2. A practical assessment. - pass mark 50%

The examination will be independently marked by an approved external organisation; the practical assessment will be set and marked by the training provider and tutor of the course.

Course length.
It is envisaged this course would be run over 3 days with 2 days for the course and a further 1 day for the examination and practical assessment.

Successful completion of the above will lead to the issue of:

Initially for 2008 all of the UKasl proficiency modules will be offered as in-house training only, this is partly due to demand from existing clients throughout England, Scotland, Wales and Northern Ireland. Throughout 2009 UKasl are planning an extensive range of venue courses aimed at an open audience in the following areas; Scotland North, Scotland South, North East England, North West England, Northern Ireland, South West England, South East England and South Wales. This will be driven by proposed changes to current HSE guidance relating to management of asbestos in buildings due to be implemented in early 2009.
